I was having lunch at our local art museum in the city one day with my
girlfriend. We were in the cafeteria, when a beautiful brunette enters and
places herself directly across me at an adjacent table. As we’re sitting there
eating, she blatantly opens her legs, exposing the triangle of her big white
panty to me, and purposely locks eyes. She holds me with her gaze
and keeps her legs spread apart, not the slightest intention of covering up.
My sandwich almost fell out of my mouth! Of course I felt guilty with my
girlfriend there, but was also just amazed at the novelty of the situation.
I’ve had a few experiences like that over the years, but never right in front
of my girlfriend. (She didn’t notice, because if she had she would have definitely let me know.)

I have never had such a blatant display of panties from any lady in my 70+ years of existence. A few inadvertent displays over the years for a few seconds at a time is all I have ever experienced.

I have had those as well.
When I was a flamenco guitarist, accompanying lots of dancers,
mostly in classes, I was dumbfounded to see them casually
undress in front of me; off with their street-clothes, on with their
dance dresses. Not an ounce of embarrassment.... A few would ask me
if it “bothered” me that they disrobed in front of me. I would sit there
like a stone, unable to speak. A VERY pleasant experience!
Apparently dancers and actresses are not shy about their bodies. They were
also old enough to still be wearing fullback, mostly white panties, so I was
in heaven.

I have two or three other blatant displays, a few in the park that lasted for as long as I wanted to look, and one that was definitely given to me personally by someone I knew who was aware of my panty fetish. In a coffee shop sitting directly in front of me against the wall.

Several years ago, I interviewed several people for a job. The chairs used by the candidates were rather low to the ground. Among the candidates was an attractive young woman. She wore a matching skirt and jacket. The angle at which the young woman sat gave a perfect view up her skirt to her panties, which were lacy and the colour of milky coffee. For the entire 30 minutes of the interview the young woman did nothing to interrupt my view. I was unable to give her the job.

I have a cousin who worked for a lingerie company for a few years.
Models would routinely walk around at work in bra and panty sets.
A certain park in Philadelphia in the past couple of summers had its
share of exhibitionists... women sitting on benches with their legs either
crossed, but one leg only partially draped over the other, leaving clear
views up the skirt... I’ll never forget a blonde, sitting in a short skirt,
in a crowded part of the park, with her legs completely spread, across
from a comical old man who was grinning ear to ear at the sight of her
exposed goodies. Lots of inadvertent exposure those summers, as well....
There are plenty of VPLs to catch while women run along the river in the
warmer weather down there, too. Some of their nylon running shorts are so
see-through that you not only see their pantylines, but the color of the panty.
Funny, but this year hardly any... I guess they are getting smart and either wearing thongs or tie sweatshirts around their waists....
