Hi kitspur! The Japanese have always done that. I know they have got vending machines too.....but that is losing its popularity.
I surf a lot of the Japanese sites....and I've seen many strange/weird/funny(to some people....NOT TO ME) and wonderful things that the Japanese have to offer.......

I wouldn't mind going to Japan and just people watching. With the Cosplay kids and the more open attitude there, plus the school uniforms, I bet the viewing is pretty good. I like to people watch. Asian chicks are pretty hot too and they have such cute panties there as well. I need to go to Japan some day!

Well, Snibbo, my friend you have said a mouthful there with very few words. Let me add a few hundred more and tell you my thoughts on why this is.
In the Japanese culture, the girls and women most frequently wear skirts almost always and everywhere. And the prevailing preference is skirts that are very short. You can say what you will about the men taking liberties in lifting skirts and doing pranks to see under them, but the fact of the matter is that if the ladies and girls were truly offended by the mens behavior, the fashion styles for women could rapidly and readily change (as in the US and Western cultures) to slacks and ankle-length skirts.
Some of us may criticize the Japanese culture and the men there, but you also might take note that girls in short skirts walking across subway grates are often slow to corral the hem of their short skirt blown skyward by gusts of air from below them. And often, on streets they walk every day, they choose the 1/3 of the sidewalk that has them walking across the grate, often gigling and laughing all the way.
On the streets and in public you will often see women squatting in a position that fully displays their soft feminine intimate parts. They truly appear to be in a deliberate dance, full of sexual display and innuendo, in which the women seem unashamedly happy with their part. At least that's the message I read from what I see on the Japanese blogs.
And that is why they "tend to wear really gorgeous panties." They expect, and perhaps even intend for these panties to be seen throughout the day in many or most of their daily activities. The only embarassment seems to arise if they are seen in tacky or worn undies that would be unappealing to the guys who will be hoping to see them. That's the message I'm getting from them.

Thanks for the kind words, friend-- And again I'll say that the most amazing thing about the Japanese women is their apparent enjoyment of their part in the continuous game. Even when they do choose slacks over skirts, note that the slacks are often very light-weight fabric, and stretched skin-tight to give their men a lovely visual of their undies right through their slacks. Also the women are becoming more fond of the low-riders that provide excellent displays above their beltless belt loops.

japanese women think nothing of wearing sheer mid drift halter tops with exposed bra, and low rise pants with exposed sheer nylon panties underneath- brief, thong, or g-string underwear. when i went to japan, all i saw was women wearing low rise pants with exposed panties. i walked behind an attractive mid 30's japanese women wearing a mid drift top with an exposed black nylon bra, with black sheer nylon low rise pants with yellow nylon lacy g-string underwear on underneath- fully exposed above the waistline of her pants, as she was walking up a stairway! at the top of the stairs, she purposely kneeled down and bent over so she could tease me with her exposed hot yellow nylon g-string underwear! japanese women wear the sexiest sheer clothes- halter tops, low-rise pants, and exposed underwear! they are the ultimate tease!

Nope, Collector-- Sadly I've never been to Japan. All I know about the Japanese is what I see in their use of the internet-- the total abandon with which both men and women there seem to enjoy their men's addiction to our favorite passion.
Would someone please explain to me why such "accidental" showings as this would not lead to a clamor among the ladies to replace the short school uniform skirts with Bermuda shorts or slacks..?

I speak as someone who regulaly visits Japan on business & can confirm all that Kitspur says about the delightful abandon Japanese women have towards the secrets of their underwear. Also, fortunately the awful thong fashion has been slow to catch on here so most sightings are of what I call real knickers & usually white.
The high schools & colleges provide the best upskirt opportunities,18 year olds who care little about how they bend or crouch.It is not unusual to find men gathering around the school gates at leaving time to follow the girls to buses & railway stations,steps & seats providing great views.Another big turn-on,for me anyway,is that these high schoolgirls think nothing of wearing the same knickers for two or three days so that when you do get a good clear gusset view they are usually nicely stained.If you get close enough to the crotch as you can in a library for instance,girl crouching right in front of you,or just kneel down & stick your head up her skirt from behind as she bends forward,you can smell that girlie aroma that dirty panties have.
Yes a wonderful country for the panty fan.

Wow, upskirter-- Thanks for the 1st hand perspective.
And again, allow me to point out how easy it would be for the women and girls to end it all by fairly easy modifications to their wardrobes. It is the cultural attitude of the ladies in this culture that makes them so exciting, their apparent acceptance and enjoyment in their role as provocateurs.
Some of the most poignant images in my collection are from Japanese trade shows, which apparently go on year-round in tokyo. Every auto or tool on exhibit has a bevy of beautiful delicate young ladies in the most evokative uniforms imaginable, many with impossibly short skirts.
Every one of the thousands of males attending the show carries an expensive camera, and the beautiful young ladies smile, unperturbed as men point cameras at them from every conceivable angle, from above, below, and sometimes even from directly between their lovely knees and thighs. Sigh! What a world that must be.

To any of you who have never visited AutoNet, you may not be aware of what the Japanese girls/ladies do to keep the fires burning in the male hearts. With the ever-present short flouncy skirts, and the delictable panties so close to the hemlines, you have to believe there is a continual game going on between the sexes.
I love the fact that AutoNet regularly shows the lovely face or full body of the girl first, before exploring beneath her clothes -- giving the total a picture of feminine lovliness. It shows just what the Japanese men are faced with every minute of their waking lives. If only the AutoNet site could provide readable English text instead of the jibberish!
