I think the best thing to do is, be frank with him. If to you, it is unacceptable behaviour, you need to explain to him that he can no longer do it. Being a panty fetishist myself, if I was in your son's situation, You could lock you're dirty knickers in a safe, but i'd still get at them somehow.

Thanks again guys. I appreciate the advice. I came home today to find my step-son was into my hamper and had removed the canary yellow cotton briefs from the jeans I had worn yesterday as well as my cotton shorts I sleep in. I came home around 4pm and he was alone in his room listening to music with his door locked. I knocked and he opened the door after a few mins.
