I do let the panties dry with the cum on them, and keep on adding more so that eventually the front and crotch is stiff and crusty and usually the stain is then permanent even after washing. Although the panty may be dry and crusty when I start, my pre-cum usually softens up the panty so that it is not like rubbing sand paper on my cock. So much fun to cum in panties.
