I used to look in the "empty" washers and dryers to see if I was lucky enough to find my size that someone missed or dropped back in and haven't returned for them back when I lived in the apartments with my grandma, but back then they were strictly to sleep in, now I buy my own..I haven't openly bought for myself but have managed to use the "v-day gift for gf" (which I am currently single and don't plan on changing that until I finish building my street legal rally racing Eclipse) and the "my teenage step-sister got a new puppy and new puppy chewed them up because she left them in the floor, I've told her to keep her room clean, she wanted me to get them on my lunch break since I work at Wal-Mart so she wouldn't get in trouble again for not keeping her room clean" excuse...both times inside I was nervous as hell (The Falls is full of some judgmental people). A large chunk of my "starter" pack of panties was ordered off of Wal-Mart.com, all are online only deals except for a 3-pack of BFP seamless hipsters, and all are my "default" size (it's been the one size that has been more or less a consistent fit over the last 5 years even though my pant size has varied 1"-2" +/- from a 34" pair of jeans) so I can get a feel of different cuts and brands then adjust the size (rebuy in new size then sell old size here) as need so I can keep them in rotation. My starter pack includes the BFP hipsters along with FOTL low rise hipsters 2-pk, FOTL boyshorts 2-pk, FOTL thongs 2-pk, BFP thongs 2-pk and NoBo boyleg tanga's 3-pk, and NoBo thongs 3-pk, this is all I've purchased since New Year's Eve (guess you could say my NYR was to finally make the dive into the world of full time panty wearing, even though I haven't made any conscious NYR's ever)
I have been buying panties in stores such as Thrift Stores and finally got the nerve to buy them in Victoria's Secret, Kohls, Walmart, Target, Burlington, Ross, TJMAxx. Always a rush taking them to the counter to pay and see if the salespersons reactions. Have had some great conversations with them at times.:)
